Brazilian Foreign Policy at the Beginning of the Twenty-first Century, por Clodoaldo Hugueney

This chapter offers a prospective vision of Brazil’s foreign policy. Such a discussion is more difficult today because we are living in transition periods at the internal and international levels, the Brazilian scene being even more complicated for several reasons (internal, external, of mixed nature and international). In this chapter, these unavoidable issues are summarily treated. The exposition will begin by identifying some simplifying scenarios relating to Brazil’s future and the main trends on the international scene. These scenarios and trends are only possibilities, and in some instances the text will try to warn against less desirable alternatives. Starting from those draft scenarios, it will then point out and examine six central issues for Brazilian diplomacy in the coming years.
