Strengthening democratic structures and processes in Africa: a commentary on the role of the European Union, por Chris Alden e Karen E. Smith
The 1990s marked the introduction of political conditionality into EU development policies as a result of an international consensus on poor governance as a cause of the failure of economic reforms. The Cotonou Agreement formalises these human rights and governance concerns in the European agenda. The promotion of democracy in Africa overlooks important differences, such as civil participation in Africa or the marks left by violent conflicts. It also addresses the levels of cooperation in support of governance.
