The problem of creating a European Security dimension has existed since the countries of Western Europe – or at least some of them – began their process of cooperation and integration. Tracing the history of the processes of construction of the European Union, the present article recognizes the importance of the role of the people’s representatives to act both as constructive censors of and as active catalysts for all participating governments for an healthy process of constitution, reconstitution and cooperation of the Union.
